FMPA Announces Organizational Changes

Experienced FMPA employees step into key roles in power resources and compliance

ORLANDO, Fla., June 12, 2014 – Florida Municipal Power Agency (FMPA) announced organizational changes effective today for its Power Resources and Regulatory Compliance areas.

Frank Gaffney, FMPA’s Assistant General Manager of and Officer of Regulatory Compliance, has been named Assistant General Manager, Power Resources. Gaffney replaces Thomas E. Reedy, who was selected to lead the Florida Municipal Power Pool. As head of FMPA’s Power Resources Division, Gaffney will oversee FMPA’s System Planning, Transmission Planning, Operations & Short-Term Planning, Generation Fleet Operation and Maintenance, and Cyber Security departments.

Carol Chinn, formerly Assistant Compliance Officer, has been promoted to Regulatory Compliance Officer to manage the Regulatory Compliance Department. In addition, Chris Gowder, formerly Operations Engineer III, will now serve as Regulatory Compliance Specialist. FMPA’s Regulatory Compliance Department oversees FMPA’s compliance with federal reliability standards, assists FMPA members with their compliance programs and participates in the standards development process.
