  • IT Support Specialist

    Description

    Performs intermediate technical work maintaining and troubleshooting components of the Agency's data and telecommunications infrastructure, and related work as apparent or assigned.  Work is performed under the limited supervision of the Information Technology Manager.

    Position Requirements

    Thorough knowledge of  IT related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of network installation, operation and maintenance; thorough knowledge of the operation, uses and capabilities of electronic data processing main and peripheral equipment; thorough knowledge of hardware or software procedures and techniques; knowledge of integrated telephone system; thorough knowledge of the functions and operating of Agency departments as it relates to the technological needs of the organization; thorough knowledge of the operation of personal computers and other computerized systems; ability to write clear and concise reports; ability to analyze software programs and recommend program adjustments; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with associates, industry professionals, and the general public.

  • Electrical Engineering Intern – Electric Power Software and Modelling

    Description

    FMPA is looking for a qualified student to be part of our Engineering Services Department working on a variety of assignments related to modeling, mapping and power system analysis for electrical systems at FMPA’s electric power plants as well as electric distribution systems of FMPA’s member utilities.

    Position Requirements

    Job Overview

    The selected student would be responsible for updating or creating one line and three-line diagrams in AutoCAD. Settings review in ETAP PowerStation (modeling of large electric power plants). Produce bid documents consisting of layout drawings, one-line, riser, schedules, details, and specifications. No experience in these software platforms is required. FMPA Engineers and Member Services staff will provide oversight, guidance and the necessary training in the use of the software platforms. Other assignments will be in related fields as agreed and as time allows. This is an excellent opportunity for students to learn about real apparatus and design conventions applied at electric power plants and in electric utility distribution systems in the field while gaining experience using widely adopted electric power industry software platforms.

    Required Program of Study

    Electrical Engineering / Computer Engineering preferred. Other Engineering programs of study may be considered if sufficient electric circuits and Power System coursework has been performed.

  • EMS/SCADA/P&C ENGINEER

    Description

    Perform duties to plan and implement the maintenance and upgrading of FMPA’s Supervisory Control and Data Analysis (SCADA) systems, related remote terminal units, and data communications systems to ensure optimal performance with available technology and within budgetary limits, working within the limits of established policy.  Provides subject matter expert support to Agency Members in the areas of SCADA and relays.

    Position Requirements

    • Thorough knowledge of AC/DC electrical theory, protective relaying, and a comprehensive understanding of power system equipment and operations
    • Ability to read and interpret electrical diagrams and drawings
    • Ability to read and comprehend technical manuals
    • Hands-on experience with electrical test equipment such as volt meters, amp meters, ohm meters, Meggers and power quality analyzers
    • Ability to troubleshoot, diagnose and repair electrical installations safely and effectively
    • Hands-on experience with electrical wiring, circuit boards, and components
    • Knowledge of safety practices and occupational hazards for electric substations and distribution systems
    • Knowledge in electrical safety related to working around energized high-voltage equipment

    • Experience with revenue grade meters such as Jemstar, Jemstar II, and SEL-735
    • Proficient with computers and specialized software used for protection and control

    Description

    Senior management position that reports to the Vice President of Power Supply. Responsible for all aspects of the day-to-day operations and maintenance of the Authority’s electric generation plants. Provides a wide range of support functions to the Vice President of Power Supply. Performs related work as required.

  • Lineman – Ocala, Fla

    Description

    Description

    This is a highly skilled, labor intense and hazardous position that requires individual to work outdoors and perform electrical work relating to overhead and underground electrical facilities in a variety of voltages from 110 to 230,000 volts. This position normally reports directly to the Line Crew Foreman.

    Position Requirements

    • Performs construction and maintenance job tasks associated with electrical lines. Operates bucket trucks, derricks, trenchers, hydraulic tools, chain saws, other tools and equipment as may be required. Conforms to policies and procedures for safe work practices, area protection, proper use of vehicles, tools, and equipment associated with accepted line work practices.
    • Visually and audibly detects malfunctions of equipment and safety hazards. Works on energized electrical power lines, equipment, and devices without interruption of normal electric service.
    • Physical strength and endurance to operate tools and equipment for extended periods from bucket, poles, ladders, vaults, trenches or confined space.
    • Communicates with other employees in person and by two-way radio, politely and clearly and also communicates in person at job sites to customers.
    • Assists in training and instruction of other personnel. Provides “on the job” training in the field to fellow crew members on proper use and operation of equipment, climbing techniques and proper procedures and safety practices.
    • Availability during emergencies is required with rotation to stand-by on a regular rotation.

  • Electric Reliability/Operations Engineer – Ocala, Fla

    Description

    GENERAL DESCRIPTION OF POSITION

    This is engineering work primarily responsible for electric system reliability and the highest level transmission and distribution operational designs. Some duties are recurring with various frequency, and other duties are project-based depending on the needs of the utility and customers at any given time. The successful candidate may supervise a staff of junior electrical engineers and/or electrical engineering technicians and will report to the Electric Engineering Manager.

    Position Requirements

    • Design electric system distribution relaying, overcurrent & fault protection, and protective device coordination. Design and maintain the transmission & distribution system load and fault engineering analysis model. Investigate and apply new technology that will improve system reliability and reduce restoration time through distribution switching and protective device automation and communication.
    • Design electric utility circuit extensions and modifications including detailed electrical and structural load calculations.
    • Model, analyze, and design corrective actions for system voltage regulation and power factor correction.
    • Design, document, train, and update electric system construction standards and engineering design practices.
    • Research, analyze, and report online outage conditions and participate in the design of mitigating actions, maintenance requirements, voltage drop and sectionalizing studies. Monitor and improve electric system reliability indices (SAIDI, CAIDI, SAIFI, MAIFI, CAIFI).
    • Research and evaluate electric utility infrastructure materials, investigate and analyze existing material issues, research annual usage data, and revise stocking and ordering metrics. Design and update engineering specifications and related documents to ensure correct design criteria and standards are met. Train electric engineering and field personnel on new materials, procedures, and application requirements. Provide subject matter expertise to assist procurement with resolving manufacturing issues.
    • Conduct detailed engineering analysis on system performance and reliability strategy and provide formal recommendations for immediate improvement and capital improvement projects.
    • Continuously analyze utility system performance, including coordinating with system operators, investigating system failures, designing corrective actions, and providing training when necessary. Provide subject matter expertise to field engineers, technicians, and construction crews. This includes possible after-hours support for emergency situations.
    • Analyze engineering power quality technical data for the electric utility. Investigate customer-specific power-related concerns. Create a detailed site investigation report, analysis, and countermeasures for complex electrical power problems.
    • Analyze, review, and approve circuit switching orders for system protection and crew safety.

  • Power Management Control Engineer – Tallahassee, Fla.

    Description

    This position would be dedicated to enhancing, documenting, and upholding our cyber security and physical security measures for power plants, with a focus on risk management and compliance. This role involves close collaboration with Power Management and Control Engineers at the Electric Control Center, power plant staff, and vendors associated with the power plants. The main responsibilities include equipment inventory, system, and documentation updates, organizing and conducting trainings for plant staff on cyber and physical security, and serving as the primary contact for the City's T&I Department and vendors responsible for plant electronics and communications systems. This position would fulfill the role of a Subject Matter Expert (SME) during NERC/SERC and related audits, specifically focusing on cyber and physical security at power plants.

    Position Requirements

    This is a highly advanced and very responsible professional and technical power systems control and advanced applications engineering work in the design, specification, and management of computer hardware and software support for the City’s power management and control systems.  Work involves providing and maintaining computer hardware and software support for the City’s power management computer system; writing, editing compiling, and networking various computer language programs for the power management system and its associated peripheral control systems; and planning and evaluating the hardware and software additions necessary to improve the power management and control system’s ability to monitor, analyze, and control an interconnected power system.  Work is performed under the general direction of the Engineering Operations Manager – System Operations Technical Support with considerable independence, initiative and professional discretion in discharging responsibilities. An incumbent is considered to be a subject matter expert in the assigned area and is responsible for highly technical engineering work or administrative work such as complex design engineering, safety engineering services, complex engineering studies and analysis, training support, project management, quality assurance, budgeting, purchasing, operation/maintenance of electric utility facilities or systems.  Work is performed under the general direction of an administrative superior, and it is reviewed through observations, conferences, reports, and by results obtained.  The work is reviewed through conferences, reports, and by results obtained.

  • Substation Electrician- Keys Energy Services- Key West, Fla

    Description

    The Substation Electrician provides quality craftsmanship on projects as part of a team whose goal is to successfully execute the initiatives of Keys Energy Services (KEYS) of completing projects safely, on-time and within specifications for quality delivery. The Substation Electrician is responsible for substation maintenance and testing, SCADA/RTU, reclosers, padmount switches, regulators, protective relays, communication equipment, house wiring of control buildings KEYS facilities, and electrical trouble shooting.

    Perform switching and tagging on equipment of all voltages as directed by the power system coordinator or supervisor in accordance with KEYS’ established practices and NESC.

    Read, review, and identify any issues that need to be addressed prior to following switching orders in accordance with KEYS switching procedures.

    Description

    The Advanced Metering Infrastructure (AMI) Analyst is responsible for implementing, monitoring, evaluating, maintaining, and enhancing all aspects of the AMI system and operations along with the Meter Data Management System (MDMS).

    Position Requirements

    This position is also responsible for developing, reviewing and analyzing reports from the AMI and MDMS systems. Identifies system improvement opportunities that will maximize system utilization and functionality.  This position provides end-user training on all systems related to AMI and acts as an expert point of contact for system users.   • Power Plant Supervisor- City of Homestead, Fla

    Description

    Highly responsible for technical and administrative work involving the planning and coordinating of environmental permitting, maintenance, installation, operation, and construction of an electric generating power plant.

    Supervises and directs the day-to-day maintenance and operations function of the power plant. Responsibilities also include providing guidance and oversight for other capital projects associated with the Power Plant.

    Work in this position includes preparation of written reports, environmental permits, and associated reports, documentation, and recommendations for activities associated with new plant project activities. It also includes the presentation of information related to power plant activities to higher management in the City and local citizens when appropriate.

    Position Requirements

    Directs the day-to-day operations of the personnel assigned to operate the various generating units, including scheduling for adequate manpower coverage and required outages. 

    Provides training and instruction in operation and repair procedures and techniques.

    Diagnoses mechanical and operational problems of generation equipment and initiates corrective action.

    Responsible for routine inspection and maintenance of mechanical and electrical generation equipment to ensure safe and efficient operation.

    Effectively coordinates work with other divisions within the electric utility and other City departments as required.

    Ensure that proper personnel are informed and utilized during emergencies and breakdowns.

    Must use judgment as to the necessity of calling in off-duty personnel.

    Ability to communicate effectively with higher levels of management and with the public.

  • Substation/Distribution Engineer- City of Homestead, Fla

    Description

    Responsible for performing electric system distribution and substation analysis, protection, and coordination studies.  Provide technical assistance to the line operations assisting with the emergency restoration of service.  Analyze problems, perform investigations, determine solutions, and prepare and/or direct other engineering staff in preparation of engineering drawings, plans, maps, and details related to the various Divisions of the Electric Utility Department.

    Work involves considerable independence to evaluate, select, and apply standard engineering techniques, procedures, and criteria under the general direction of the Distribution Supervisor.

    Position Requirements

    • Performs Distribution and Substation load flow analysis, Planning, Feeder Coordination studies, fault current, and reliability analysis.
    • Analyzes and troubleshoots Protection and Coordination settings on the Substation Relays, and Distribution Automation devices (S&C) in conjunction with NERC PRC Standards.
    • Coordinates with other personnel to compile and maintain accurate utility maps, maintenance reports, and other information regarding the utility system. Ensures computer-generated maps of the utility system and associated database information are kept current.
    • Responsible for maintenance/enhancement of the GIS Distribution system.  Must be familiar with NESC, NEC, and general overhead and underground Distribution Construction Standards.
    • Design and plan for distribution and as needed, substation systems, and prepare technical and administrative reports, perform load flow analysis using engineering software.
    • Able to prepare and conduct high-voltage switching orders, and must be familiar with tagging procedures.

  • Troubleman- Utilities Department- City of Homestead, Fla

    Description

    Skilled technical work involved in the repair and replacement of power, lighting, and signal systems.  A Troubleman is responsible for locating the source of electric powerline disturbances or failures and replacing or repairing defective equipment and accessories.  

    An employee in this classification exercises independent judgment and decision-making within safety standards of powerline work.   Work performance is evaluated by observation of results obtained.  

    Position Requirements

    • Responds to requests for emergency service; locates the source of problem and repairs and/or replaces transmission and distribution powerlines and equipment, including meters.
    • Tests powerlines and auxiliary equipment to identify defective voltage regulations, transformers, etc., causing disturbance.  
    • Climbs pole and towers to repair or replace overhead equipment.  
    • Opens switches to de-energize disturbed or fallen lines to facilitate repairs or to remove electrical hazards.  
    • Makes a determination as to when additional crew personnel will be required to complete repair work to restore power and advises dispatch of the need.
    • Assists crew personnel with repair work as workload volume permits.
    • Troubleshoots, installs, and repairs street light circuitry.
    • May locate and correct electrical trouble in certain building circuits.
    • May perform cut-off and cut-on functions of services as required.
    • Will be required to set and remove electric meters as necessary.
    • May direct work assignments of subordinate personnel in the repair and replacement of equipment.
    • Uses equipment and tools with precaution and within prescribed safety standards.

  • Lineworker-Journey Level – Tallahassee, Fla.

    Description

    This is highly skilled journey level work in the transmission and distribution areas of the Electric & Gas Utility.  Work consists of overhead and underground line work and service truck work, overseeing and directing the activities of other employees, training and instructing other employees and participating in required training programs. 

    ABOUT TALLAHASSEE

    Position Requirements

    MINIMUM TRAINING AND EXPERIENCE

    Possession of a high school diploma or an equivalent recognized certificate and completion of the Electric & Gas Utility apprenticeship program for Lineworker – Journey Level; completion of an external apprenticeship program in linework and one year of journey level work experience. Experience may be substituted for required education on a year by year bases that includes erection, maintenance and repair of overhead and/or underground electrical distribution and transmission line systems.

    Individuals in these classifications are:

    • Considered essential employees during emergency/storm events and must be able to work 16 hours per day for extended periods of time and may be required to be away from their family.
    • Must be available to serve on-call and are subject to having to work outside of their assigned shift/schedule to meet operational needs.
    • Individuals in this classification are subject to being deployed for mutual aid assignments out of town. These mutual aid assignments will require travel, extended work days and working 16 hours per day during deployment.
    • Must be available to work a rotation shift that covers 7 days a week with extended hours until 10 PM in the evenings.
