Promotion underscores power agency’s role as a power plant operator

ORLANDO, Fla., March 16, 2017 – The Florida Municipal Power Agency (FMPA) has promoted Frank Gaffney to Chief Operating Officer effective today. In this role, Gaffney will be responsible for FMPA’s power generation and work with staff to provide low-cost, reliable and clean power for its owners-customers.

“While FMPA owns three power plants, we traditionally have not been seen as being responsible for plant operations, said FMPA General Manager Jacob Williams. “This organizational change recognizes Frank’s role and added duties with the Agency. Recently, Frank assumed responsibility for optimizing our excess capacity to lower the overall cost for our full-requirement cities and provide value to other municipals in the state with low-cost power.”

Gaffney has 30 years of experience in the electric utility industry. Prior to this promotion, Gaffney was FMPA’s Assistant General Manager, Power Resources. He joined FMPA in February 2009 as Regulatory Compliance Officer and was promoted to Assistant General Manager of and Officer of Regulatory Compliance in 2012. Gaffney has also held management and supporting roles in transmission and distribution planning at R.W. Beck and Boston Edison.

Gaffney will continue to oversee FMPA’s System Planning, Transmission Planning, Operations & Short-Term Planning and Generation Fleet Operation and Maintenance functions.
