Frank Gaffney is Chief Operating Officer for the Florida Municipal Power Agency (FMPA), a position he was promoted to in March 2017. Gaffney joined FMPA in February 2009 as Regulatory Compliance Officer. He was promoted to Assistant General Manager of and Officer of Regulatory Compliance in January 2012 and then to Assistant General Manager, Power Resources in June 2014.
Gaffney has 30 years of experience in the electric utility industry. Prior to joining FMPA, Gaffney worked with R.W. Beck for 13 years, most recently as National Director and Principal of Transmission Markets and Consulting. Prior to R.W. Beck, Gaffney worked in various positions with Boston Edison for nine years, including Transmission Planning Manager and Distribution Planning Manager.
Gaffney is Vice-Chair of the Florida Reliability Coordinating Council’s (FRCC) Planning Committee and an alternate to FRCC’s Board of Directors.
He holds a bachelor’s degree in electric power engineering from Northeastern University, a master’s degree in electric power engineering from Rensselaer Polytechnic Institute and a master’s degree in management from Lesley College.
