Jacob Williams
Jacob Williams is General Manager and CEO of Florida Municipal Power Agency (FMPA), a position he has held since September 2016. Williams has 40 years of experience in the electric utility and energy industry, including both public power and investor-owned utilities. FMPA is a Joint Action Agency which owns and operates more than 2,000 MW of energy generation. FMPA’s 33 member cities collectively serve more than four million Florida residents and businesses with low-cost and reliable power.
Prior to joining FMPA, Williams served as Vice President, Global Energy Analytics, for 8 years and Vice President, Generation Development, for 7 years, at Peabody Energy in St. Louis, Missouri. During his time at Peabody, he led the development/marketing efforts for the largest coal plant built in the U.S. in last 30 years – the 1,600 MW Prairie State Energy Campus, a mine-mouth plant in southern Illinois. Williams also completed 13 years with Alliant Energy (formerly Wisconsin Power & Light), serving in positions in energy marketing, trading, integrated resource planning, and generation planning.
Williams holds a bachelor’s degree in electrical engineering from the University of Illinois at Urbana-Champaign and a master’s degree in business from the University of Wisconsin-Madison.
He received the Harold Kramer-John Preston Personal Service Award from the American Association of Public Power in 2025. The award recognizes member utility employees who have made significant contributions toward APPA’s goals and enhanced its prestige.
