This session is designed to highlight the importance of identifying electric power system hazards and assigning risk when performing work.

- Understand the importance of controlling electrical system hazards effectively
SC-2 NESC vs OSHA’s Safe Working Rules
This session will define working rules based on the National Electrical Safety Code.
- Understand the difference between consensus standard requirements and regulatory law
- Describe basic requirements for NESC Part 4 -Working rules
SC-3 Electric Power Qualified vs. Unqualified
This session will define qualification requirements to perform work on or near electric power facilities.
- Understand the differences between Qualified and Unqualified.
- Describe electric power qualification requirements.
- Describe training requirements for Qualified and Unqualified working within electric power restricted areas.
SC-4 Working On or Near Energized Parts- Minimum Approach Distances (MAD)
This session will define employer requirements for minimum approach distances for electric power operations.
- Define minimum approach distances.
- Describe methods to determine minimum approach distances.
- Describe methods to maintain minimum approach distances.
SC-5 Electric Power Flames and Electric Arcs
This session will highlight the importance of assessing work with potential electric arc exposures and developing effective controls for personal protection.
- Assess workplace for hazards from flames or electric arcs
- Describe methods to determine incident energy level
- Describe Arc Protective Equipment Clothing Requirements
- Communicate Care and Maintenance of Arc Protective Equipment
SC-6 Contractor Information Sharing
This session will highlight electric power system characteristics and conditions that needs to be shared with contractors prior to working on utility (host) facilities.
- Communicate basic information utilities (host) are required to share with contractors.
- Describe the meaning of system characteristics and conditions.
- Understand basic communication methods used to share information effectively.
SC-7 De-energizing Lines and Equipment for Employee Protection
This session will highlight requirements for de-energizing lines and equipment for employee protection.
- Describe basic requirements for systems with system operators and systems without system operators.
- Communicate requirements for the employee in-charge of the work.
- Describe the meaning of a Clearance.
- Describe requirements for de-energizing, testing, tagging, and grounding electrical systems.
- Describe procedures required to re-energize electrical systems.

About the Instructor
SET Solutions
Pam Tompkins
Pam Tompkins is President and CEO of SET Solutions, LLC. She is a 40-year veteran in the electric utility industry. Pam is a founding member of the USOLN (Utility Safety and Ops Leadership Network) and presently serves on the executive board. She is a regular contributor to the iP magazine and other industry safety journals. As a member of IEEE (Institute of Electrical and Electronic Engineers) and ASSP (American Society of Safety Professionals), Pam has authored and presented technical papers on electric power safety issues at Electric Safety Workshops, national conferences, and Department of Energy EFOCG meetings.
Pam worked in the utility industry for over 20 years and has provided electric power safety consulting for the last 18 years throughout North America, Caribbean and Central America. She has supported utilities, contractors and other organizations operating electric power systems in designing and maintaining safety improvement methods and strategies for organizational excellence. She is a Certified Safety Professional (CSP), a Certified Utility Safety Professional (CUSP), a Certified Utility Safety Administrator (CUSA) and an OSHA authorized instructor.
Matt Edmonds
Matt Edmonds is Vice President of SET Solutions, LLC. He is a Certified Utility Safety Professional (CUSP), a Certified Construction Health & Safety Technician (CHST), a Certified Instructional Trainer (CIT) and a published author with over 15 years of safety management experience. He is also an OSHA authorized instructor for General Industry and Construction standards. Matt provides specialty safety management services for construction, general industries and electric power organizations throughout the United States. He has been instrumental in the development of training courses designed for electric power organizations including OSHA 10- and 30-hour courses and NFPA 70E electrical training and program development services. Matt presently works with utilities and contractors to provide technical and safety specific training, safety perception surveys, site audits and assessments, Root Cause Analysis and safety process evaluation and program development.
