Javier Cisneros, P.E., is the Director of Utilities and Chief Executive Officer of Fort Pierce Utilities Authority, a position he has held since 2022. He serves as the Chair of the Florida Municipal Power Agency’s (FMPA) All-Requirements Project Executive Committee and is a member of the FMPA’s Board of Directors.

Cisneros has served FPUA since 2000, including roles like supervising engineer and Director of Utility Services.

Cisneros is an active board member in Florida Municipal Electric Association.

Cisneros holds a Bachelor of Science in civil engineering and a Master of Science in industrial engineering – engineering management, both of which he earned at the University of Central Florida. He is a licensed professional engineer from the Florida Board of Professional Engineers.
