Treasure Coast Energy Center facility is owned by FMPA and operated by Ft. Pierce Utility Authority. The Plant Manager is responsible for overall operations of the plant and the supervision of all power plant personnel. The position is responsible for all requirements outlined in the Operations and Maintenance Agreement between Fort Pierce Utility Authority (FPUA) and the Florida Municipal Power Agency (FMPA). The Plant Manager will report to and is under the direct supervision of the Fort Pierce Utility Authority Director of Electric & Gas Systems.

Description
We are looking for a professional to fill a Public Relations Specialist position. Primary responsibilities include the development of FMPA’s weekly internal newsletter, media monitoring, analytic tracking and additional support to create content, such as social media posts and graphics, news releases, presentations, websites, annual reports, videos, speeches and more. This position has input on strategic public relations programs, such as reputation management, issue management, crisis communications, internal communications, public affairs, special events and more.
Position Requirements
- Administers public relations projects and collaborates with others to execute a communication strategy that promotes mutually supportive relationships with FMPA’s stakeholders.
- Writes news releases, presentations, annual reports, social media content, website content, talking points, video scripts, speeches, etc. that require strong conceptual thinking and judgment to create content on technical issues for specialized audiences. Often requires graphic design, photography and video capabilities as part of the process.
- Communicate with media, as appropriate, including identifying, pitching and securing positive news stories, monitor the news for stories on issues that could impact the Agency and report issues to FMPA’s leadership and responding, as necessary.Create content for FMPA’s social media platforms and responds to follower engagement. Requires graphic design and video capabilities as part of the content creation process.
- Develops reports on traditional and social media. Analyzes traditional media coverage and makes strategic recommendations for improving positive publicity. Analyzes social media statistics and makes strategic recommendations to increase followers and enhance engagement.
- Supports external affairs activities to build relationships with stakeholders, represent FMPA positions, and respond to public, political and regulatory initiatives.
- Researches, writes, edits, and distributes a weekly email newsletter for Agency members and staff. Requires judgment in news gathering and accuracy.
- Creates and manages websites, including FMPA’s primary website (FMPA.com), Document Portal, and intranet. Provide fresh website content, timely upload documents, ensure website functionality, create website enhancement projects and occasionally redesign the websites.
- Monitors FMPA’s brand standards in compliance with FMPA’s Brand Identity Guide to ensure brand integrity and trademark protections. This includes monitoring all internal and external implementations of FMPA’s brand elements, such as logo reproduction, color palette, typography and more.
Education and Experience

Relay Technician II
Description
This is an expert level position that requires the mastery of the knowledge, skills and experience required to be a Protective Relay expert. Performs all technical and electrical work through the application of a thorough knowledge of electrical theory, protective relay theory, and a comprehensive understanding of power system equipment and operations.
Position Requirements
TYPICAL TASKS:
Performs expert level programming, calibration, testing and repair of protective relays, switchboard and panel meters and related electronic and electro mechanical equipment involved in the protection and operation of the distribution, transmission and generation systems. Serves as the electrical system technical expert and assists the Engineers, Electricians and Technicians with complex troubleshooting as applied to the distribution, transmission and generation equipment and power systems.
Interprets and documents test results, troubleshooting records and technical data on all equipment related to the relaying and meter systems. Redlines drawings and schematics for the documentation and preliminary design of field changes. Develops new technologies and equipment and provides solutions to complex technical problems in the administration of the relays and power system equipment. Familiar with the implementation of NERC Standards as related to protective relays, SCADA and communications. Serves as a trainer to technicians and electricians. Must be able to work during emergencies and/or during inclement weather conditions. Must be able to quickly respond to call-out. Description
This is highly specialized technical work monitoring and controlling the electrical transmission and distribution system on an assigned shift. Work is performed in accordance with established policies and operating procedures, however skilled independent judgement in handling unexpected or emergency situations is expected. An incumbent will have the responsibility and authority to implement real-time actions to ensure the stable and reliable operations of the electrical system. Work is performed under the supervision of the Supervisor of System Operations. Work is reviewed through observations, technical competence, and compliance with established operating procedures.
Position Requirements
TYPICAL TASKS:
Operates all equipment in the monitoring and controlling of the electrical transmission and distribution systems in compliance with all applicable policies and procedures issued by the North American Electric Reliability Corporation (NERC). Exercises authority over all system personnel as directed in the implementation of real-time actions that ensure the stable and reliable operations of the electrical system. Regulates all system operations, frequency and voltages and directs or controls reactive resources and coordinates MVAR flow with neighboring systems. Schedules and coordinates outages and directs and/or controls associated switching orders. Directs and/or controls the switching of system elements. Directs the restoration of the transmission and distribution system following system outages, load shedding, islanding or blackout. Initiates control actions to mitigate thermal, stability, and voltage limit violations. Answers trouble calls and dispatches appropriate personnel to restore power. Responds to customer complaints involving service disconnection, distribution outages, reliability issues and other various situations. Performs calculations, collects and enters data, maintains records and logs and prepares reports as directed. Performs related tasks as required. The General Counsel is hired by and reports directly to the Fort Pierce Utilities Authority (FPUA) Board. The General Counsel is the chief legal officer and attorney responsible for leading all legal affairs to the FPUA Board, Director of Utilities, system directors and staff in support of FPUA’s mission statement. Performs functions to provide for comprehensive, high quality legal services covering all aspects of the current and future business requirements for electric, water, wastewater, natural gas, fiber and other systems. SCOPE OF RESPONSIBILITES
These positions provide engineering support for the Power Delivery and System Planning teams independently. For Power Delivery positions, the engineering support includes the design of transmission, substation, distribution and system protection schemes. It also includes support to Division field personnel by conducting field work in staking poles and lights, checking temporary services for safety and construction requirements and preparing field notes. For the System Planning position, the engineering support includes conducting studies related to planning of generation, transmission, and alternative/renewable energy facilities, and support the City of Tallahassee’s 2035 and 2050 Clean Energy goals. Depending upon the level of engineering experience, the responsibilities for these positions will range from acting as a project manager and lead, including potential supervisory responsibilities (III level) to an entry level engineer (I level).
