  • FMPP Energy Marketer

    Description

    Responsible for performing the Operational Planning and Wholesale Energy Marketing functions for the Florida Municipal Power Pool (FMPP).  This includes, but is not limited to, load forecasting, unit commitment, providing fuel consumption forecasts, engaging in profitable (or cost-saving) energy transactions, and coordinating with FMPP generation owners, transmission planners, and the Energy Control Center (ECC). Work is performed under the general direction of the FMPP Executive Director.

    Position Requirements

    Develops resource commitments using simulation modeling based upon available generation and resources, transmission and unit constraints, and load and fuel forecasts

    Analyzes wholesale energy market for economic purchase and sales opportunities; develops production costing to determine production and avoided cost to maximize economics for the power pool.

    Develops short term fuel forecast, manages actual fuel burns, and coordinates between plants and scheduling power pool fuel department and entities.

    Develops short-term retail load forecast and renewables forecast.

    Analyzes transmission constraints for designated network resources and economy transfers.

    Manages short-term generation unit outage coordination.

    Composes Florida Municipal Power Pool (FMPP) forecast remarks daily to communicate unit commitments, resource availability, and power purchases.

     

    Knowledge, Skills and Abilities

    Thorough knowledge of related industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; ability to establish and maintain effective working relationships with associates, industry professionals, and the general public.     Bachelor’s degree with coursework in electrical engineering, Business, or related field and extensive experience in electric power utilities industry, or equivalent combination of education and experience.

  • Electric Utility Member Service Project Coordinator

    Description

    Performs difficult professional work identifying needs and developing and marketing operational and technical service programs for members, serves as the point person with members for services and related work as apparent or assigned. Work is performed under the limited supervision of the Member Services Manager. Position requires project management of FMPA Staff and/or vendors. Frequent travel to member cities is required. Position requires experience with electric utility transmission and distribution (T&D) operations, technology acumen, relationship skills, client relationship and communication skills.

    Essential Functions

    Meets with FMPA members often and identifies needs, develops, markets, implements, manages, and troubleshoots member services programs.

    Promotes the business development efforts for new member services, proactively identifying and developing services. Gains a sufficient level of interest from members to support launching new services.

    Understands the business drivers for FMPA’s members to succeed relative to these services, such as safety and compliance, reliability, cost, and customer satisfaction.

    Specific industry knowledge and experience with most of the following areas is necessary to determine appropriate service solutions. Areas of knowledge include T&D operations, engineering services, outage restoration, cyber security, engineering technology tools.

    Recognize and suggest mitigation steps for hazards noted during visits with electric utility field operations.

    Provide services and project oversight for those services that fit the expertise required for the position and are not an overly burdensome effort. If the service desired is a different area of expertise, or is too time intensive, then this position will work with managers to identify resources (as available) to provide the services and identify a project manager for service provision. This position will be responsible to ensure the team identified in the latter case delivers as promised.

    Supports the start-up and implementation of new services and works with matrixed service providers to develop a process to manage ongoing success.

    Facilitates a high degree of coordination and collaboration with various FMPA departments to assist in delivering a full range of operational and engineering services for FMPA’s members.

    Communicates information about FMPA, as well as its programs and services, to member officials and utility employees through personal visits, oral presentations, and written material.

    Responds to members needs during significant events e.g., hurricanes, tornadoes, severe weather, major equipment failure. This could include overnight stays in impacted areas.

    Recommends joint purchasing and joint procurement efforts; reviews/writes specifications for bids, ensures procurement process is followed; manages contract requirements and contractors; catalog member system standards/specifications.

    Presents information to various governing boards to provide information and seek approval, as necessary

    Promptly responds to member inquiries and requests.

    Participates in the development and application of the department budget; oversees billing and invoicing for various programs.

    Coordinates and facilitates events for members, including roundtables, training, workshops, virtual meetings, and conference calls.

    Acts as staff liaison to FMPA’s Member Services Advisory Committee.

    Significant travel and occasional overnight stay in Florida is required.

      Knowledge, Skills, and Abilities

    Significant experience with the operation of electric distribution systems, or significant engineer experience related to electric distribution systems. Comprehensive knowledge of related industry, organization, and department policies, practices, and procedures; comprehensive knowledge of related industry, organization, and industry legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of standard office and department specific software and equipment; ability to communicate clearly and concisely both orally and in writing to individuals with varying degrees of technical/operational experience; strong ability to work in cross-functional teams to successfully deliver products and services to members; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to establish and maintain effective working relationships with associates, vendors, government agencies, key stakeholders, and the general public.

    Education and Experience

    Bachelor’s degree with coursework in electrical engineering, business administration, marketing, or related field preferred. A minimum of 10 years of progressively increasing responsibility in electric utility T&D operations, or an engineering degree with at least 6 years of experience in T&D engineering/operations with some exposure to municipal electric utilities preferable. Experience developing and marketing products or programs, managing procurement, or equivalent combination of education and experience would be beneficial.

    Physical Requirements

    This work requires light physical effort working almost exclusively with light weight material at times and short periods in a difficult work position. Working conditions may be slightly dirty or involve occasional exposure to some disagreeable elements (dust heat, fumes, cold, noise, vibration, or wetness).   • Environmental Engineer II

    Description

    Performs complex and technical engineering for Agency's power generation fleet operations, ensuring operating units comply with all applicable environmental laws, rules and regulations, and related work as apparent or assigned.  Work is performed under the limited supervision of the Generation Engineer and Analytics Manager.

    Position Requirements

    Essential Functions

    Manages the overall environmental compliance program for agency generation facilities to ensure compliance to all applicable federal and state regulations including Clean Air Act, Clean Water Act, EPCRA, CERCLA, RCRA, and DOT; provides regulatory and technical assistance to agency owned generating facilities; investigates and resolves plant operational environmental compliance issues; acts as member of the plant emergency response team with 24/7 availability; provides regulatory guidance and assistance with reporting of environmental incidents.

    Reviews operating air emissions compliance data provided by agency owned facilities; completes and files applicable reports to regulatory agencies; develops analytics and trends for use by management and members in making future decisions regarding power generation and compliance with environmental regulations; prepares and presents an annual environmental report in accordance with agency’s Risk Management Policy.

    Coordinates the day to day environmental compliance issues at agency owned generating facilities related to air, water, and solid waste regulations; conducts regular inspections of facilities to ensure compliance with all environmental regulations, makes recommendations for changes to procedures to incorporate environmental compliance; trains and assists agency and plant staff on various reporting requirements.

    Leads and provides technical support for projects to improve, modify, replace, or add air emissions monitoring and control equipment; coordinates environmental projects with the facilities to ensure facility needs are met and to minimize impacts on plant operations and availability.

    Assists agency staff with identifying budgetary requirements for environmental compliance activities; negotiates and manages contracts for outside assistance with environmental compliance activities; conducts oversight and review of contractors work to ensure quality of results.

    Represents agency and members in environmental related groups, task forces, or committees; volunteers for chairmanship of these groups to promote favorable outcomes; monitors local, state and federal environmental regulations and guidelines; ensures agency has programs in place to ensure compliance; monitors activity and recommends agency participation in federal actions and other governmental proceedings.

    Trains generation staff on all environmental compliance issues when necessary; recommends management intervention when compliance issues continue to be problematic; develops reports for management related to plant inspections, findings, and training.

    Maintains knowledge and involvement in plant operational systems that impact environmental compliance, including emission controls, cooling water chemistry, boiler water chemistry, fuel oil delivery system, fire protection, and facility security.  

    Develops, implements and maintains an environmental compliance plan for tracking completion of environmental regulatory requirements for agency owned facilities.

    Maintains agency SDS database and performs chemical inventory audits at generation facilities.

    Education and Experience

    Bachelor’s degree with coursework in engineering, environmental sciences, chemistry, or related field and extensive experience in power plant environment, technical and regulatory, or equivalent combination of education and experience.

  • Senior Power Generation Electrical Engineer

    Description

    Performs advanced technical work to improve electrical systems at power plants with primary focus on higher voltage equipment, design, and project development. This role administers, and modifies change management procedure, follows outage management processes and adheres to procurement policies and communicates as required with the power plants and supports NERC compliance. The role will prepare detailed engineering designs and calculations, provide input regarding maintenance and testing of electrical apparatus and systems, interpret system designs and managers drawings to ensure compliance and related work as apparent or assigned. Work is performed under the limited supervision of the Generation Engineering Manager.  

    Position Requirements

    Essential Functions

    Provide technical leadership, design and oversight on projects to repair or improve high and low voltage electrical systems at power plants, such as GSU’s, protection systems, relays, fuses, breakers, switchgear, exciters, generators and balance of plant systems. This role evaluates significant issues, designs and may create project plans to be implemented by project management staff. This may include developing key aspects of project plans (conceptual project details, schedules, cost estimates); developing key aspects of scopes of work for outside consultants and vendors and managing to that scope of work; writing equipment specifications and managing procurement to those specifications; interfacing with contractors and vendors, etc. This role requires independent troubleshooting ability on all types of electrical equipment and the capability to implement engineering solutions to correct deficiencies.

    Lead analyses of electrical systems to assess performance, such as protection system mis operation analyses, analyses to establish protection system settings, analyses to coordinate protection system performance with control system performance, and support transmission planning analyses (power flow, short circuit, stability), and develop recommendations for improvements if necessary.

    Prepare and review detailed engineering calculations, such as establishing facility and equipment ratings, calculating equipment characteristics such as impedances, and calculating key aspects of protective relay settings at power plants, as well as reviewing applied transmission protection systems for FMPA and its members for sequence of events analysis supporting transmission planning functions.

    Assists with responsibility to ensure compliance to all relevant NERC standards. This may include review of compliance deadlines, testing methodologies, standard development, standard modifications, development of work orders to ensure timely compliance, communication of standard requirements to plant personnel and completion of appropriate documentation that can be shared with FMPA’s compliance department.

    Maintain up-to-date records, including drawings, equipment specifications, engineering calculations, etc., to support not only good business practice, but also compliance with various regulations (such as NERC standards).  Apply knowledge of DC and AC protection and control system design to manage, categorize, and identify affected drawings when facility changes and upgrades are necessary.

    Nurture excellent working relationships with power plant personnel operated by agents of the agency (our agents are not FMPA employees). Provide a high degree of collaboration and coordination with FMPA’s agents and members with limited supervision. Supporting Plant I & C Engineers as needed on projects involving low voltage instruments and control systems.

    Prepare well written, clear and concise emails, reports and presentations that communicate effectively to non-technical audiences and/or to technical audiences of various backgrounds and skill levels.

    Investigate issues identified by field personnel and resolve those issues to the satisfaction of FMPA and our operating agents. Provide reviews and opinions as necessary to power plant personnel regarding test results, proposed facility modifications and upgrades, and recommended maintenance practices.

    Knowledge, Skills and Abilities

    Thorough knowledge of related industry, organization, department policies, NERC and other regulatory policies, and departmental legal guides, recommendations, best practices, ordinances, and laws; general knowledge of materials and methods used in industrial/electric power plant electrical systems; ability to design and oversee the construction and installation of electrical utility systems and facilities; ability to communicate effectively in oral and written form; ability to prepare and present technical reports; ability to establish and maintain effective working relationships with associates, industry professionals, and the general public.

    Education and Experience

    Bachelor’s degree in Electrical Engineering/Electric Power, with a minimum of 8 years of experience in electric power plants and electric power utilities industry. Experience in high voltage equipment design and project oversight is preferred. This role would benefit from experience working with government regulatory agencies (such as NERC) or equivalent combination of education and experience. Proficient in Microsoft Word and Excel a must. Knowledgeable in Mathcad, Engineering Drawing Systems and Microsoft Project. Experience using plant electrical power system analysis software such as ETAP, EDSA, Easypower, SKM, and work management systems, such as Maximo are a plus

    Physical Requirements

    This work requires the occasional exertion of up to 45 pounds of force; carrying equipment or materials in excess of 35 pounds to upper levels of power plants. Work regularly requires sitting, standing, walking, climbing ladders, multiple flights of stairs, speaking or hearing, using hands to finger, handle or feel and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a moderately to highly noisy location (e.g. business office, Power plant, light traffic).   • Electric Engineering Technician 1 or 2- City of Ocala Electric Utility, Fla

    Description

    Tech I : This is an entry-level technical engineering position in the Electric Engineering Division of
    the Electric Utility Department. It involves extensive multi-tasking for field work, design work, and
    customer service.
    Tech II: This is a technical engineering position in the Electric Engineering Division of the Electric
    Utility Department. Reports to Electric Distribution Engineer II or III or the Electric Engineering
    Technician Supervisor.

    Position Requirements

    Tech I: 1. Process service orders for single-phase residential services and determine material and
    labor costs through OEU work-order system. Must be able to establish good working relationship with customers, contractors, and developers.
    2. Designs simple single-phase line extensions, both overhead and underground, and creates work
    orders to install transformers, lift poles, and services for new residential customers.
    3. Utilizes Geographic Information System (GIS) to add/modify/delete documentation of electric
    infrastructure facilities in conjunction with the OEU work order system.
    4. Utilizes AutoCAD to create and modify electric design drawings and supporting documentation
    for governmental agency permitting requests.
    5. Designs and creates work orders for security lighting and street lighting for City, commercial, and
    residential applications
    6. Responsible for obtaining easements, calculating customer project billing, designing county and
    state right-of-way permits, and tree trimming permits.
    7. Physically measures and stakes locations for poles, transformers, downguys, overhead
    conductors, and underground cables. Physically inspects customer-installed underground conduit systems.
    8. Attends staff meetings, pre-construction meetings, committee meetings, training classes, and
    site plan meetings.
    9. Other duties or projects as assigned.
    10. Performs calculations, design reviews & inspections, and customer requests for Renewable
    Generation Systems (RGS) such as customer-installed solar systems.
    Perform any other related duties as required or assigned.

    Tech II:
    1. Performs all job duties of a Level I Technician.
    2. Designs overhead and underground electrical distribution facilities for single and three-phase
    residential or commercial customers. Prepares construction drawings, cost estimates and work orders by using the computerized work order system. Determines single or three phase commercial customers’ electrical requirements by utilizing load data and site plans supplied by the customer.
    3. Utilizes GIS, work order system, AutoCad, databases and spreadsheets for calculations and the
    creation of work orders.
    4. Designs lighting systems for residential and commercial customers using standard design
    guidelines.
    5. Designs simple fiber optic installations.
    6. Evaluates low voltage or voltage fluctuation complaints from residential and small commercial
    customers and upgrades systems as required by computing line and transformer size and system
    demand loads.
    7. Administers rules, regulations, policies and procedures of the Electric Utility.
    8. Makes field inspections on construction projects to assure compliance with plans and
    specifications. Prepare plans, cost estimates, and work orders for maintenance, repair, and
    relocation projects on the distribution system. Works with city, county, and state agencies,
    contractors, developers, architects, and the public.

    MINIMUM QUALIFICATIONS:
    Level I: Education : High school or GED required, plus specialized schooling and/or on the job
    education in a specific skill area related to the job.
    Experience General :0 to 6 months related experience or training.
    Experience Management :Not Required
    Must possess and maintain a valid Florida Operators Driver’s License with an acceptable driving
    record.
    Level II:
    High School Graduate or GED with 12 semester-hours of coursework in engineering, physics,
    mathematics or basic electricity. A minimum of two years experience in the Electric Transmission
    and Distribution industry. Must have completed the Engineering Technician II training program, or
    equivalent. Any equivalent combination of education and experience can be substituted for college
    credits. Must possess and maintain a valid Florida Operators Driver’s License with an acceptable
    driving record. The Electric Engineering Technician II is required to complete the Career Track
    program through the Electric Engineering Technician IV level within four years of their hire date.

    Works cooperatively with the FPUA Board and Director of Utilities, system directors and leadership team to provide legal research support and analysis for new ideas and concepts, to develop and implement plans, policies and procedures and provide direction in addressing legal and regulatory issues

    Assists the FPUA Board, Director of Utilities and Director of Finance in the structuring and issuance of FPUA financing, including bonds, bank loans, and lines of credit.  Responsible for the preparation of legal materials for financing transactions, and serves as a member of the debt financing team.  Will coordinate on all municipal financial disclosure matters, and ensure compliance with applicable disclosure requirements, including through the oversight of outside bond and/or disclosure counsel

    Must interact personally and regularly with the FPUA Board and Director of Utilities, leadership team and FPUA staff.

    Participates in appropriate State and National organizations on behalf of FPUA.

    ESSENTIAL MINIMUM EDUCATION AND EXPERIENCE

    Must hold a Juris Doctor (J.D.) and be a duly licensed member of the Florida Bar in good standing.  Must have excellent analytical, communication, legal research, and writing skills.  Must possess at least 10 years of relevant experience as a practicing attorney and at least 5 years of Florida government matters. Florida Bar Board certification in City, County, and Local Government Law, or ability to achieve such certification within one (1) year.

    Description

    The Engineering Services Manager manages the development and implementation of relevant specifications, standards, prepares grant applications, project management processes and documentation, issues work authorizations, ensures timely deliverables on projects, oversees and manages construction projects as needed, and reviews/approves invoices for payment. Is responsible for contract administration as it relates to acquisition of projects materials, equipment, and services to ensure compliance with specifications, conformance with funding requirements, and the process of department submissions for payment for materials and services. 

    The Engineering Services Manager leads special projects that benefit from his/her knowledge of electric utility operations and electric utility/City needs to achieve the desired outcomes.  Projects may include management of the electric utilities pole attachment and join use agreements, coordination of planning and field activities with other utility providers such as water, sewer, and telecommunications, building/facilities services, public safety, etc.

    SCOPE OF RESPONSIBILITES

    These positions provide engineering support for the Power Delivery and System Planning teams independently.  For Power Delivery positions, the engineering support includes the design of transmission, substation, distribution and system protection schemes. It also includes support to Division field personnel by conducting field work in staking poles and lights, checking temporary services for safety and construction requirements and preparing field notes. For the System Planning position, the engineering support includes conducting studies related to planning of generation, transmission, and alternative/renewable energy facilities, and support the City of Tallahassee’s 2035 and 2050 Clean Energy goals. Depending upon the level of engineering experience, the responsibilities for these positions will range from acting as a project manager and lead, including potential supervisory responsibilities (III level) to an entry level engineer (I level).

    • Ability to effectively communicate technical information clearly and concisely both orally and in writing.

    Individuals in these classifications are:

    • Considered essential employees during emergency/storm events and must be able to work 16 hours per day for extended periods of time and may be required to be away from their family.
    • Must be available to serve on-call and are subject to having to work outside of their assigned shift/schedule to meet operational needs.
    • Must possess a valid Class E State driver’s license at time of appointment.
