  • Transmission Planning Supervisor

    Description

    Florida Municipal Power Agency (FMPA) is a wholesale power agency owned by electric municipals.     The Transmission Planning Supervisor will supervise and manage advanced technical work conducting a broad range of planning related power system analysis, studies, and functions in both the long term and short term operations horizons. These include transmission system load flow, short circuit, transient stability, system reliability, and interconnection studies and evaluations for member requirements. Operating horizon planning studies include next-day planning, seasonal studies, and weekly coordination of outages and confirmation of Available Transmission Capacity (ATC). In addition, supervise and direct performance of required studies and work products. Collects, manages, calculates and provides modeling data representing agency assets and member assets as required for Agency’s Planning Coordinator function.  Responsible for ensuring quality work from supervised employees, delegating as necessary, and providing mentoring, tutoring and coaching as required. Work is performed under the limited supervision of the Engineering Services Director.  

    Position Requirements

    Minimum Qualifications

    • Bachelor’s degree in electrical engineering, or related field and considerable experience in electric power utilities industry including transmission planning and operations planning, and working with government regulatory agencies, or equivalent combination of education and experience. A minimum of 7 years of experience with 10 years preferred in electric power utilities industry.
    • Thorough knowledge of power and electric transmission industry.
    • Ability to make complex arithmetic computations and compute engineering statistical calculations.
    • Experience performing or overseeing transmission planning for NERC Reliability Standard compliance is required.
    • Experience performing or overseeing operations planning, real-time contingency analysis, and Available Transfer Capability practices and tools associated with Transmission Operations is preferred.
    • Experience with Florida Reliability Coordinating Council practices and processes will be favored.
    • Ability to establish and maintain effective working relationships with associates, vendors, government agencies, key stakeholders and the general public.
    • Demonstrated ability developing and leading technical teams to solve complex transmission business problems. Must demonstrate strong command of power system fundamental concepts
    • Experience performing or overseeing power system studies using software such as Siemens’ PSS/E and PowerGEM’s TARA is key. Other platforms such as ETAP Powerstation, CAPE or ASPEN Oneliner will be valuable.
    • Experience using OATI tools such as WEBTRANS, WEBOASIS, and FRCC’s FTMS will be favored.
    • Familiarity with operations transmission scheduling and related business practices, as well as FERC Pro-forma OATT transmission service and generator interconnection processes are also preferred.

  • Substation Specialist

    Description

    The Substation Specialist will perform professional work identifying needs and developing and marketing operational and technical service programs for members, serve as the point person with members for services and related work as apparent or assigned. The position requires experience with electric utility transmission and distribution (T&D) operations, travel to/from FMPA Member cities, technology acumen, relationship skills, business-development skills, client relationship and management skills. Work is performed under the limited supervision of the Vice President of Member Services and Public Relations.

    Position Requirements

    Minimum Qualifications:

    • Bachelor’s degree preferred with coursework in engineering, business administration, marketing or related field. A minimum of 15 years of progressively increasing responsibility in electric utility T&D operations, or an engineering degree with at least 10 years of experience in T&D engineering/operations with some exposure to municipal electric utilities preferable.
    • Experience developing and marketing products or programs, managing procurement, or equivalent combination of education and experience.
    • Specific industry knowledge and experience with electrical substation, including the planning, design, construction, operation and maintenance of substation facilities, including working knowledge of protection and control schemes. Provides oversight and interfaces with consulting engineers or service providers working on substation projects.
    • Subject-matter expert for NERC compliance activities related to Bulk Electric System substation facilities.
    • Ability to communicate clearly and concisely both orally and in writing to individuals with varying degrees of technical/operational experience.
    • Strong ability to work/lead in cross-functional teams to successfully deliver products and services to members.
    • Ability to make arithmetic computations using whole numbers, fractions and decimals.
    • Ability to compute rates, ratios and percentages.
    • Ability to establish and maintain effective working relationships with associates, vendors, government agencies, key stakeholders and the general public.

    Special Requirements:

    • Significant experience with the operation of electric transmission and distribution systems, including substations and associated protection and control schemes, preferred.

    Engineering Technician I

    Kissimmee Utility Authority (KUA) is a municipal electric utility.

    GENERAL DEFINITION OF WORK

    Performs technical work in the design of electric distribution system extensions, modifications and repairs.
    Does related work as required. Work is performed under regular supervision of the Manager of Distribution
    Engineering.

    TYPICAL TASKS

    Works with builders, developers, contractors, governmental agencies and other customers in order to
    develop requirements for electrical distribution facilities to serve KUA electric customers.
    Plans and prepares designs and estimates for new electrical distribution facilities as well as maintenance and
    improvements of existing electrical facilities.
    Field stakes layout of projects for electric distribution system additions.
    Reviews property plats and easement deeds to ensure the appropriate information is obtained.
    Reviews and processes new service orders to ensure adequate facilities are in place to provide service and
    updates the Geographic Information System (GIS) accordingly.
    Prepares City, County, State, and Railroad permits as required. Assigns traffic control plan in accordance
    with FDOT Index 600 per project requirement.
    Prepares notification to telecommunication companies attached to our facilities, as required per project, and
    monitors the process until completion.
    Monitors overhead and underground electrical construction work in progress and coordinates with
    construction personnel until it is completed.
    Prepares as-builts for completed projects.
    Performs emergency damage assessment of electric facilities.
    Performs other related duties as required.

    Position Requirements

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of the principles and practices of electric distribution system design. Thorough knowledge in the use of computers, computer software, including Microsoft Office Suite, particularly Excel and Word. Knowledge in the use of computer aided drawing software and tools including AutoCad and GIS related design tools. General knowledge in surveying techniques. Knowledge in the practices of electrical distribution construction techniques. Knowledge of NEC, NESC and other local codes as applicable to the job functions.     Description

    Manager of Substation Operations

    Kissimmee Utility Authority (KUA) is a municipal electric utility. 

    GENERAL DEFINITION OF WORK

    Management position that reports to the Assistant Vice President of Engineering and Operations. Directly oversees the planning, design, construction, operation and maintenance of all electrical substation facilities. Manages the Substation Maintenance and Relay work groups. Provides engineering support and training to other engineering personnel. Supervision is exercised over subordinate personnel. May assume the role of Assistant Vice President in his/her absence. Oversees all major electrical substation and relay projects. May assume project management functions over other projects as needed. Provides a wide range of technical leadership in transmission, distribution, substation, and planning engineering functions.

    TYPICAL TASKS

    Manages all activities associated with the planning, design, construction, operation, and maintenance of substation facilities. Routinely provides oversight and interfaces with consulting engineers working on KUA substation projects. Responsible for the management of Substation Maintenance and Relay Division functions as it relates to electrical substations. May assist in the activities associated with the short and long range planning for the transmission and distribution system with respect to additions and/or modifications. Provide technical support to personnel in all areas of responsibility. Serves as KUA project manager for substation projects. May assist in project management of major transmission and distribution projects. Prepares related reports and presentations as required. Also functions as Subject Matter Expert for NERC compliance activities related to Bulk Electric System substation facilities.

    Position Requirements

    Description

    GIS Technician or GIS Analyst (Based on level of qualifications)

    Kissimmee Utility Authority (KUA) is a municipal electric utility. 

    GENERAL DEFINITION OF WORK

    Performs general work in the geographic Information system (GIS) in order to keep the system current with changes. Responsible technical work in the preparation and maintenance of electric utility drawings. Does related work as required. Work is performed under regular supervision.

    TYPICAL TASKS

    Update and maintain GIS data through established workflows. Maintain the integrity of system connectivity as related to modifications made. Uphold the quality requirements established for GIS data. Import AutoCAD drawing files into GIS for use as base maps for design functions. Perform general GIS data projects as assigned. General understanding of other areas of GIS such as viewing, design, outage management, web mapping, etc. in order to assist users in the use of their software. Assist in training efforts where necessary in these other areas. Performs print or document creation as requested. Perform field work in the acquisition of GIS data as needed.     General Definition of Work 

    Performs responsible skilled and routine technical work in the operation of the generating plant. Performs routine skilled work assisting in the maintenance and repair of power generating and auxiliary equipment. Does related work as required. Work is performed under the general supervision of the Shift Supervisor O/M.

    Typical Tasks

    Operates and maintains combustion and steam electric generating units and associated equipment. Repairs and inspects equipment and parts in the gas and steam turbines and related auxiliary equipment. Make periodic and daily inspections of all machinery. Adjusts and rebuilds valves. Replaces gaskets, repairs leaks, cleans filters, lubricates and overhauls equipment. Make daily, monthly and annual inspections as required.     Description

    The Director of Electric Operations is responsible for establishing the strategic direction of the Electric Operations Department, including leadership, budget strategies and operational policies, identifying opportunities for improvement, and resolving any discrepancies to maximize the strategic use of such operations.     Position Requirements

    Bachelor of Science in Electrical Engineering or related field preferred. A minimum of ten years of experience in electric operations with progressively advanced supervisory experience required, preferably in the utility industry or public/non-profit sector.

    Additionally, must possess excellent writing, analytical, presentation, and public speaking skills. Experience in budget and workload planning, negotiating complex contracts, working on federal and state grants, and working with city, state and local governmental officials. Demonstrated working knowledge of operating principles and practices, for the construction, engineering, maintenance, and operation of municipal electric facilities. Experience in managing safety and hazards associated with the electric industry.

    Salary Range

    $106,545 – $166,210. Starting salary is dependent upon qualifications. Compensation package includes benefits, such as health insurance, vacation time, retirement, and more.

  • Special Projects Engineer – Lake Worth Beach, Fla.

    Description

    Summary

    The Project Engineer is tasked with providing overall project management, contract management, budgeting, control, coordination and execution of assigned projects.

    Essential Duties and Responsibilities 

    Manage project engineering from beginning to end.  Budget/estimate project costs; develop bid specifications, contractor technical evaluation and award, onsite project management, deliverable review, documentation review- including all drawing reviews, change order coordination, invoice review authorization and project closeout.
    Investigate, document and determine the structural integrity of transmission structures and hardware.  Design replacement and document procedure for hardware replacements. Draft bid specifications for structural and/or hardware replacements. Coordinate with Transmission and Distribution (T&D) Department and consultants.
    Troubleshoot daily outage problems through various software systems (supervisory control and data acquisition (SCADA) system, engineering access to relay information, geographical information system (GIS). Provide technical assistance to engineering planners.
    Manage North American Electric Reliability Corporation (NERC) Compliance issues.
    Develop and coordinate with engineering department and accounting department for annual budget and five-year plan for capital and O&M budget for related projects. Prioritize and provide updates to spending and outlooks monthly.
    Review and provide recommendations of contractor’s requests for payment and change orders.
    Provide technical assistance to Engineering Field Representatives on design projects as required.
    Perform engineering analysis on load flow software and provide recommendation as needed.
    Develop drawing designs and assist AutoCAD Operator in drawing finalization.
    Provide technical assistance to T & D Department as required.
    Perform electric relay coordination of utility’s T&D system.

Will also develop relay settings for all applicable Utility IEEE P&C designations and analyze transmission, substation and distribution faults with appropriate relay software. Use software to coordinate equipment and fuses with the distribution protection relays (e.g., SynerGEE, etc.).

    GENERAL DEFINITION OF WORK:
    Performs technical work in the design of electric distribution system extensions, modifications and repairs. Does related work as required. Work is performed under regular supervision of the Manager of Distribution Engineering.

    TYPICAL TASKS:
    Works with builders, developers, contractors, governmental agencies and other customers in order to develop requirements for electrical distribution facilities to serve KUA electric customers.
