FMPA was established as a project-oriented agency to suit the diverse needs of its members. FMPA has five distinct power supply projects. Each member has the option whether or not to participate in a power supply project.

Some members receive all their power from FMPA, some receive part of their power and others receive no power. Agency members may participate in more than one project; however, each project is independent from the others, so no revenues or funds available from one project can be used to pay the costs of any other project.

FMPA supplies all of the power needs for 14 of its members and some of the power supply needs of six of its members. All together, FMPA supplies nearly 50% of its members' power needs.
