DIVISION:
HUMAN RESOURCES
JOB TITLE: HUMAN RESOURCES SPECIALIST
SCOPE:
Perform functions to coordinate and provide
support in all functional areas of Human Resources including
recruitment, benefits, compensation, employee relations, performance
management, employee events, and payroll, working within the
limits of established policies.
ESSENTIAL
FUNCTIONS:
1.
Coordinate the organization’s recruitment efforts and
new hire procedures. Receive and review resumes, set-up interviews,
interview in-house applicants as necessary and conduct or
arrange for testing. Confer with hiring management on interviewing,
selection, and general regulatory issues. Extend and negotiate
Agency employment offers, and communicate rejections as directed.
Conduct background checks, notify staff of new hire acceptances
and start dates to ensure proper orientation and initiation,
prepare new hire documentation, and administer the new hire
orientation.
2. Participate in the administration of company benefits.
Maintain familiarity with benefits, regulations and related
issues to act as a liaison between staff and insurance carriers
and to provide responses to employee inquiries relating to
coverage and payment issues. Participate in the annual insurance
bid process, enrollment and processing of forms. Ensure that
agency COBRA information is provided to carrier properly to
keep agency in compliance.
3. Collaborate in the maintenance of job descriptions and
compensation plan. Participate in salary surveys and gather
information for agency use.
4. Assist in the development, implementation and maintenance
of human resources programs, practices and procedures and
provide direction and communication to agency employees as
appropriate.
5. Provide assistance with any range of human resource services
to Agency members as directed. Assist in preparing agenda
items for board meetings.
6. Maintain employee personnel, medical and payroll files.
7. Administer payroll functions including payroll processing,
timekeeping, benefit deductions and PTO accruals. Gather all
required documentation and keep current according to Federal
and State regulations.
8. Maintain pension savings plan data. Enter required information
to pension administration software. Review, balance and reconcile
to pension reports, and prepare and submit disbursements.
Prepare related documentation for entry to general ledger.
9. Review and audit benefit invoices to ensure
accuracy with payroll deductions and other records, research
and resolve discrepancies, communicate change information
to providers, and request authorization of audited and corrected
invoices for payment.
10. Coordinate with departmental staff for fund raising activities
to assist in the planning of employee events and activities.
11. Coordinate and participate in any range of human resources
or administrative projects for divisional activities as necessary.
OTHER DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO:
1. Perform or assist with any operations,
as required to maintain workflow and to meet schedules and
quality requirements.
2. Maintain safe work area and comply with safety procedures
and equipment operating rules keeping work area in a clean
and orderly condition.
3. Participate in any variety of meetings and task force groups
to integrate
activities, communicate issues, obtain approvals, resolve
problems and maintain specified level of knowledge pertaining
to new developments, requirements, and policies.
4. Perform other related duties as assigned.
TOOLS AND EQUIPMENT USED:
Use computer, word processing and related
software, usual peripherals, and common office equipment.
